AUSTIN — Democrats' effort to kill abortion restrictions in a nationally noticed Texas Senate filibuster by Sen. Wendy Davis was thrown into turmoil Tuesday night. Lt. Gov. David Dewhurst ruled Davis, D-Fort Worth, had failed to follow filibuster rules, threatening her ability to continue her effort. Sen. Kirk Watson, D-Austin, immediately registered an appeal. The Senate gallery, packed with opponents of the bill, erupted in shouts and screams. “Let her speak,” they chanted. Shouts of “Shame on you” could be heard outside the chamber. It was a dramatic turn in the effort that Davis began at 11:18 a.m. She said she intended to continue until the midnight end of the 30-day special session....
